I have a couple of custom frames like that, such as this one:

Nick, How long is that steerer?
I guess doing this threadless is better than a 8" extended quill. especially when a loaded bar bag is in use.
I have Soma Condor bars on my Saga. They are comfortable, and an elegant solution to getting the bars hiked.
I have only test ridden it as shown, it confuses my brain with the bars this high not being use to it. Plus it puts your chest in the most wind opposing angle possible riding like this.

Seat angle
If the goal was to get the seat angle equal to the stem angle: close, but no cigar.

It's 360mm long. Hampsten made both the frame and fork, so the steerer was made long enough to fit the frame.
It's quite common for steel forks to come with long steerers - eg Surly forks commonly come with 400mm steerers. And Wound-Up provide their forks with steerers up to 450mm.

The only longer than 300mm I have ever seen is the one on the fork Carl made for the Disc frameset. 400mm I was like... wow! ;)
