OT - browsing privacy

In light of Congress selling us out, I read an article that recommended moving to the Opera browser and using its built in VPN feature. I know nothing about Opera, typically using Chrome or Safari (all my devices are from Apple). Can anyone offer advice on Opera or other potential work-arounds to avoid ISP tracking?

look like they're between $5-15/month for a handful of devices.

I know nothing of the technical issues, but I assume that, as in doping, the bad guys are always a step ahead.

I assume that any browsing I do is public information, and that any email could be posted on Facebook, etc. In my work, I don't discuss any substantive issues in email.

I use Opera web browser, but have never used their vpn feature. One thing to keep in mind is the Opera web browser uses the Chrome web browser internals, so it is anyone's guess if google is tracking your browsing.
