That maybe the case for the PAST 100 year. But the weather pattern is changing. There's more snow for the coastal region, for a start. The month-to-month distribution may change too.
That said, my comment may not apply to Hartford. The snow fall for March is low because a lot of the precip had in the past been falling as rain. Only this year is different in that it's a lot colder. So what used to fall as rain is falling as snow this winter.

What I seem to recall is that there's usually a pretty good chance that there will be a nice dumping of snow around the beginning of March. I always think the odds are that the best ski conditions in Vermont occur on the first or second weekend in March - the right combo of snow, temps and daylight.
I think that we have a good chance this year of skiing well into April.
Contrast that with Park City where the Canyons Resort, prior to the last dump, had already started laying off workers and making plans to close by March 21.

73F here yesterday. 49F and rain today.
81F and sun predicted for tomorrow, my B-Day.
I got out and rode yesterday. I took the week off to mourn my old age.

It is the exact opposite here. Snow Packs are so low, especially the many small vineyards are sweating already.
1/2 the ski areas on Mt Hood have no snow to speak of. And I do not recall ever seeing snow making equipment as it is not needed.... usually...
This is actually a little freaky for March. No one is complaining, well the ski fans are...
To have so many dry days in rows keeps getting bigger windows each year it seems. For 2011-12 when we first got here no sky was seen for 60+ days at a time. They are saying we are at average rainfall and no concerns about drought at all. Damned if I can recall having seeing much fall this year.
I keep waiting for the hammer to fall....
