OK, got me thinking. Scarey, I know...
I am thinking this is all Placebo effect. My Theory anyway...
I say this because how can they discount for it if incurring data collection/delivery/analysis costs?
If you think you are being monitored, I submit that you will drive more easily, thus slower, thus safer.
Cause and effect?

I think they do track your data. Don't you have to take the module in to get read? I would not use it because I am loopy about tracking my personal info.

Despite all of the safety organization's hype slower isn't always safer. If the road conditions permit, higher speeds lead to more awareness and safer driving. Too slow is a recipe for inattentive driving and is sleep inducing. The national 55 mph speed limit was a failure for that among other reasons

The speed safety debate is too unsettled to make blanket statements on either side. It will turn into duelling statistics, and the chief fatality will be the tone of the debate.
I think the placebo-paranoid effect will make the driver more vigilant and they'll have fewer accidents. The savings in body work and hospital bills versus hardware, data and policyholder discounts will drive up profits, the only meaningful statistic in the end.

In the short run perhaps. After a while drivers will forget they are there and go back to their previous behavior.

I don't think it's raw speed
As I understand it, SnapShot is mostly concerned with hard deceleration (sudden stops) and time of day, and much less so with overall speed.
Without context (which it doesn't have without GPS functionality), it can't know if you're going 75mph on the highway or on a side street.
