He won a stage back in '95, I don't think he's off the roster for that year. I may be wrong, but it would be news to me.
You think he would show?
Maybe they would ask him to politely decline. (Boy the word order for "politely" in that sentence could sure change the meaning.)

I'm going to naively assume Wiggins was clean. Before that, probably no one and I'm counting all the way back to TdF #1
