An article on CyclingNews.com about USA Cycling fining a rider who tweeted complaints about their lack of neutral WATER and WHEEL support during the nationals where the temp was 100 degrees

They fined him $20 for breaking this bylaw: "USAC Rule 8A5(i) Actions not specifically covered by the rules but bringing discredit upon the sport"

It sounds more like they should have fined themselves the twenty bucks for the lack of support and twenty more for the fine.
